A captive insurer is actually owned by the parent company of the employer, and its primary objective is to insure the risks of the parent organization and its subsidiaries. Captive insurance is not the same as self-insurance but both are risk management techniques that allow employers to retain substantial portions of their financial risk for workers compensation claims.
Captive insurance sometimes offers financial or control advantages over self-insurance or large deductible plans. Some captive insurers are located offshore in places like Bermuda and the Cayman Islands, but others are located within the United States, especially in Vermont. There are more than 5000 captive insurers serving US employers.
When captive insurance is used in workers compensation, it typically involves a fronting arrangement by a licensed insurer and reinsurance from the captive insurer.
